      The Russian Red Cross (the RRC), which is the oldest humanitarian agency in Russia, has outlined the range of long-term support measures for families of victims, families of those killed and injured during the terrorist attack at the Crocus City Hall concert venue. The comprehensive support program shall be implemented through March 31, 2026. The program has the option of adjusting the timeline based on the needs of those affected and the amount of raised funds.

      The meeting of the Special Committee was held on April 26, 2024 to determine the range of support measures.

      The terrorist attack at the Crocus City Hall concert venue near Moscow, which killed at least 143 people and injured more than 551, took place on March 22, 2024. The Russian Red Cross organized a charitable donations campaign for further assistance to the families of the victims, the families of those killed and those affected by the terrorist attack. The donation campaign has raised more than RUB 1.6 billion.

      “Since the outbreak of the tragedy, the Russian Red Cross has been making every effort to provide support and care to everyone affected by this awful tragedy. Now it is important to provide long-term support during the recovery and adaptation period. During the entire month since we launched the collection of donations, we have been providing urgent support measures to the victims. Concurrently, we have been determining the needs of people that will be met in the long term. We engaged experts, authorities to develop collectively this long-term charitable program. We hope our support will help the victims regain a sense of security and confidence in the future”, – commented Pavel Savchuk, the President of the Russian Red Cross.

      In order to develop support measures for the victims and families of the victims, a Special Committee was established consisting of representatives of public authorities, non-profit organizations and a representative of the beneficiaries. At Special Committee’s meeting on April 26, a range of support measures was outlined. The measures include both primary emergency assistance in the form of a lump sum payment to the victims, and other support measures, which formed the basis of the charity program aimed at helping the victims and families of the victims in the long-term period.

      82 families have already received urgent material assistance from the Russian Red Cross. Some applications from victims and their families are still being processed. These are mainly families with children whose relatives are in serious health condition or have died, erlderly people who were supported by the affected or dead children, families in difficult financial circumstances due to debt obligations or who have incurred additional expenses on their own. Beyond that, over 70 survivors received one-time psychological support and another 19 survivors were taken on long-term psychological support. More than 130 families received vouchers from the RRC for purchases at pharmacies or grocery stores.

      Once the first stage of primary emergency assistance in the form of a lump sum payment to the victims is completed, the Russian Red Cross switches to the second stage of assistance, which is long-term support measures to the victims and family members of the victims.

      Long-term support measures included in the RRC charitable program are aimed at mitigating the consequences of the tragedy and include lump-sum financial assistance to family members of the victims and injured from RUB 200,000 to RUB 5 mln. Thus, the victims who became disabled as a result of the tragedy categorized as disability group 1, shall receive RUB 3 mln. Minor children who lost one or two parents as a result of the tragedy will be provided with a bank account up to the age of 18 years old in the amount of RUB 5 mln each. Also, health resort treatment and recreational vacations inside Russia will be provided to the families of both the victims who underwent inpatient treatment and the family members who lost their relatives. Certain categories of victims in special cases will be provided with the opportunity to improve their housing conditions. It is stipulated the purchase of a single household and reequipment of current housing conditions to meet the needs of people with disabilities. For children who have lost one or both parents as a result of the tragedy, who are enrolled in a tuition-paying program, or who plans to enroll in a tuition-paying program in 2024, tuition will be paid to a university or other educational entities, if necessary. Moreover, the ceremony of Public Memorial is to be held. The overall information on other support measures and the charity campaign is available on the website https://sbor.redcross.ru/.

      The list of beneficiaries and the assistance procedure are approved by the RRC Special Committee based on data provided by the Moscow Region Government and the Moscow City Government, as well as applications received by the Russian Red Cross from the family members of those suffered.

      The Russian Red Cross continues to receive applications from the victims of the terrorist attack at Crocus City Hall concert venue, their relatives and families of the victims.
