Pavel Savchuk was re-elected as the President of the Russian Red Cross at the 18th Congress of the Russian Red Cross – the organisation’s main statutory event, which is held every five years. The decision was taken unanimously by the Congress delegates, in accordance with the RRC Statute. Pavel Savchuk’s new term of office comes into effect on 13 April 2026.
The Congress was attended by nearly 150 delegates from 81 regional branches of the RRC and heads of relevant government departments, as well as the organisation’s partners and experts.
According to the organisation’s Statute, the President of the Russian Red Cross is the sole executive body of the organization: he exercises overall management of its activities, represents the RRC at the national and international levels, liaises with state authorities and coordinates the work of regional branches.
Pavel Savchuk has been the head of the Russian Red Cross since 2021. Under his leadership, the organization has undergone a major transformation, significantly expanded its network of regional branches, introduced new programmes, and strengthened its emergency response system.
“Over the past few years, the Russian Red Cross has faced serious challenges and, along with that, has substantially strengthened its capabilities. We have scaled up our humanitarian programmes, consolidated our regional network, and become a more systematic and sustainable organisation overall. But this is only the beginning of the journey. There are a lot more challenges ahead, and our goal is not simply to grow, but to set benchmarks, become a centre of gravity for the entire non-profit sector, shape standards for humanitarian aid and foster a culture of mutual assistance across the country. I am sure that we will be able to achieve these goals together with our team and partners”, said Pavel Savchuk, President of the Russian Red Cross.
During the Congress, the delegates reviewed the Russian Red Cross activities over 2021–2025, identified priority areas for development up to 2031, and considered the amendments to the organisation’s Statute.
